A web caching server sits between users and their destination web server. It is effective because many files haven't changed since the user or someone else local to us has last read the file. The user benefits because web serfing is faster when many or all the data files come from onsite. The institution benefits because a cache server reduces the amount of data trying to get into the pipe between us and the world.
Squid is the latest popular software derived from the previously ARPA funded Harvest Project. If used with FreeBSD, the FreeBSD packages already includes a port of Squid.
